A quorum being present, the meeting was called to order at 9:00 a.m. by Chairman John Pfeiffer. Jim Bechtel made a motion, seconded by John Forbis, to approve the October minutes. John Pfeiffer, John Forbis, Jim Bechtel, and Joanne DiCamillo voted in favor, motion passed.

1. Communications: The budget is due November 15. It was decided that is it possible to cut $200 from the advertising budget. Action: Submit budget request (Martha Hansen).

2. Zoning Update: Keith Rosenfeld – The landscaping and lighting for the Lyme Academy Apartments has not been finished. Keith has been in touch with the developer who has not yet applied for permits to start the second phase of the project. The Vitality Spa will be moving to a new space on Davis Road at the end of March. A new sign committee has been formed to redesign the signage on Halls Road.  

3. 10 Lyme Street Village Shops Sculpture, Lee Mergy. Lee Mergy submitted a CofA application for the antique white marble sculpture installed in front of the Village Shops. Jim Bechtel made a motion, seconded by John Forbis to approve the CofA application, John Pfeiffer, John Forbis, Jim Bechtel, and Joanne DiCamillo voted in favor, motion passed.

4. 55 Lyme Street, AC Unit and Screening, Old Lyme Historical Society.
The Old Lyme Historical Society submitted a CofA application to install an AC unit on the north side of the building. The unit will be screened with white lattice fencing. The HDC would like a sketch of the fence indicating the size, color, and materials.  John Forbis made a motion, seconded by Joanne DiCamillo, to approve the CofA application with the addition of fencing specifications. John Pfeiffer, John Forbis, Jim Bechtel, and Joanne DiCamillo voted in favor, motion passed.

5. Plaque Program Update: Martha Hansen
4 Johnnycake Hill Road: Dyanne Rafal plans to do research with help from Martha Hansen
206 Mile Creek Road: Research has been started on the neighboring property to help clarify the history of #206.
209 Mile Creek Road: Patricia Shippee is working on the research.
6 Ferry Road: Julie Quinn is working on the research.
110 Lyme Street: John Noyes has been contacted about a plaque for his house at 110 Lyme Street.

6. Secretary’s Report:
a) 38 Lyme Street: The Animal Control Officer found no animals living in the shed.

b) Creative Places Arts and Literature trail – The Roger Tory Peterson house is of interest.

c) Real Estate Listings in HD: There are currently four properties for sale on Lyme Street: 6 Lyme Street, 56 Lyme Street, 62 Lyme Street, and 101 Lyme Street. The listing agents will be sent copies of the Historic District Handbook with a letter explaining the responsibilities of owning property in the district.
Action: Keep track of real estate listings in the HD, and email the listing agent a copy of the HD handbook (Martha Hansen).

7. Any Other New or Old Business:
The fence has been installed around the propane tanks. John Pfeiffer will ask if the plantings will be installed this fall.
The Historic District Handbook needs to be updated and reprinted.
Action: look for grants to help pay for the handbook reprint (Martha Hansen).
        
8. Adjournment:
John Forbis made a motion, seconded by Jim Bechtel, to adjourn the meeting at 10:18 am. John Pfeiffer, John Forbis, Jim Bechtel, and Joanne DiCamillo voted in favor, motion passed.
